Basic principles of procurement
— Information transparency of procurement — ensuring the openness of procurement activities in accordance with the requirements of current legislation, as well as the degree necessary and sufficient to enable potential counterparties to make decisions on participation in the procurement procedures of the Autonomous Non-Governmental Organization.
— Equality, fairness, non-discrimination and unjustified restrictions on competition in relation to procurement participants — suppliers, contractors, and performers are selected through competitive selection based on equal competitive opportunities, in the absence of discrimination and unjustified restrictions in relation to procurement participants, in accordance with reasonable requirements for potential participants in procurement procedures and purchased goods, works, services.
— Targeted and cost—effective spending of funds for the purchase of goods, works, services and the implementation of measures aimed at reducing the customer's costs - selection of technical and commercial proposals based on the totality of price and non-price predefined criteria that determine the economic and other required efficiency of the purchase
— Transparency and manageability of procurement activities — planning, accounting, monitoring, control and audit of procurement activities at all stages of their implementation in ANO.
